LMI Bulletin (Issue 445)
The final decision hasn't yet been made yet, but if HS2 does get the go ahead, a Durham services company says it will be part of a consortia which will be working on the project. Hargreaves Services is based in Esh Winning and is expecting hundreds of jobs. The HS2 decision could be made next week (BusinessLive).
Biffa opened its new plastic recycling plant in Seaham this week. While these jobs may have been already filled, Biffa is planning to open another site in Washington in the next year with 30 more jobs. Who wouldn't want to work for a company called Biffa. (Insidermedia)
Labour market news
This is now old news as the latest quarterly ONS labour market data was published on the 21st Jan. However, for those who don't follow the monthly updates so carefully, the LMI news was a bit mixed. There are continuing record levels of employment for the UK - 76.3 people out of 100 aged 16-64 are in employment - that's 80.4 men and 72.3 women, but not so good for the North East with a small fall in the number of people in work and over 5,000 more people out of work. One explanation is the move of people out of economic inactivity and into unemployment.
Two things. Remember the North East described by ONS is a statistical area and not just the North East LEP area. A map of the North East is attached at the foot of the Bulletin. The middle lower super out areas are a statistical creation which show contiguous areas which are broadly similar in population size. Therefore there are some larger rural areas and smaller urban ones.If you want to know more about ONS geography look here.
The other thing is the longer term picture of employment rates which shows how much the increase in employment has been about women entering the labour market or in recent years since the increase in the state pension age, it has been about women not leaving the labour market.
Outside of National Apprenticeship Week, an apprenticeship event on the 10th February, organised by Newcastle Council where individuals or groups can meet employers. Full details are in the flyer (attached below).
Hospitality Works 2020
DWP is inviting the hospitality industry to raise awareness of jobs and opportunities in the sector. The campaign will run for three weeks from the 10th February 2020 with partners including UKHospitality, Springboard and British Beer and Pub Association. The offer is for emploiyers to open their doors to offer ‘taster days’, work placements and deliver talks at hundreds of jobcentres across the country. Discover Creative Careers
This is a site created by the creative industries to inform people about the opportunities for work in the creative sector. It uses existing resources such as job profiles (484 of them) from many industry bodies and the National Careers Service and resources that have been developed for school's careers delivery in support of the Gatsby Benchmarks. 2020 Emerging Jobs Report - LinkedIn
LinkedIn started up in 2003 and has been one of the main social media services for job hunters. Using their own data, this report looks at emerging patterns in the labour market. Perhaps unsurprisingly the main emerging jobs according to LinkedIn are data and technology related - Artificial Intelligence Specialist, Data Protection Officer and Robotics Engineer being the top three. Other service jobs outside of tech are also in the emerging category in sales and customer services and human resources. It's a free report but a bit light on detail. I have stolen the top 15 below but you can easily get the report by register and of course providing your email. What is apparent is that a great many of these job titles are in the 'jobs that didn't exist 10 years ago' category.
LMI Bulletin (Issue 440)
A Durham security intelligence company has received funding to enable it to take on an additional 10 staff. Intelligence Fusion describes itself as "a Software as a Service company providing enhanced threat intelligence and situational awareness to help protect people, assets and reputation" (Business Live).
Two construction companies have run into problems in the last week. Joyce Construction and Civils based in Corbridge has appointed administrators with the loss of 86 jobs (BusinessLive) and Clugston which is based in Scunthorpe and has in total over 600 employees across a number of companies. 150 have been directly affected (BBC) by the Clugston construction companies going into administration bringing a halt to work being carried out at Newcastle University.
Quality of Work
In the last few years, the quality of work became the focus of government attention with the recognition of the number of people working on zero hours contracts, the emergence of the gig economy and the self-employed versus employee issue. The Taylor Review of 2017 made over 50 recommendations about "Good Work" including the need for some form of metrics for measuring the quality of work. ONS has started this process using data from the Annual Population Survey which goes some way to measuring quality of work. ONS uses what it has to have a working definition of what constitutes an employee with “quality work”. This was someone with all of the following characteristics:
· earning at or above low pay of the unitary authority or county in which they live,
· usually working less than 48 hours (including overtime) per week
· not being underemployed, meaning that a worker does not want to work more hours than their job allows them to
· having either a permanent contract or some other contract with a reason they do not want a permanent contract
This report from ONS uses available data covering pay, contracts and hours worked to provide some indication of the quality of work. The main findings were:
· Four in five employees work “satisfactory hours” (48 hours or fewer) and do not consider themselves underemployed.
· Almost all employees (99%) have a “desired contract” (either a permanent contract or non-permanent contract for a reason other than “could not find a permanent job”).
· Using two-thirds of the UK median hourly pay as a measure for low pay, 7% of employees in the UK were in low-pay employment

Not sure that this is completely robust as a methodology but after talking to one of our advisers I was interested to see what results were produced when you search some of the better known job boards. The job titles are shown and the location used was "Durham" plus 30 miles:
A few observations:
· there is a huge difference in the number of vacancies retrieved. More does not necessarily mean better as these services are retrieving vacancies posted on employer sites and agencies and trying to avoid duplicates
· I found Total Jobs the easiest to use - the suggestions for job titles or skills was very helpful - and Monster the poorest interface
· Adzuna has a nice layout but is disappointing in that it doesn't allow a radius search up front. You have to wait for the results then click through to extend your search only to find that 30 miles isn't an option.
In terms of where the jobs are retrieved from then Total Jobs helpfully provides a source for its vacancies.
The fact that more vacancies were through agencies may be a consequence of being easier for Total Jobs to obtain its vacancies from agencies rather than employers but it certainly confirms how important (particularly in manufacturing) it is to use recruitment agencies. Of the 5,500 jobs currently on Total Jobs for the North East, 63% are through agencies.
The Adzuna job board is making use of its big data to produce some added value LMI - see the top tight of the Adzuna results page. They use the salary and job count data to show trends and comparisons of demand in the last 12 months, the employers recruiting and a very rudimentary jobs location map.
